Haifa, a strategic and dynamic city, took a bold step toward urban resilience by partnering with Kanarit to establish a Resilience Urban Lab. This initiative, developed in collaboration with the Haifa Economic Company, aimed to create a technological hub capable of responding to crisis scenarios, ensuring the safety and continuity of city operations in the face of extreme events.

A City Prepared for Any Scenario

Haifa’s unique geographical and geopolitical position makes it vulnerable to a range of hazards, including severe weather events, wildfires, earthquakes, terror threats, and other emergencies. Recognizing this, Kanarit spearheaded the development of an integrated, multi-technology hub designed to function in real-time during crisis situations.

To begin with, the Resilience Urban Lab operated in a hybrid model, gradually introducing what would later evolve into a digital twin city. This digital simulation allowed city planners and emergency services to model and predict crisis scenarios, optimizing response strategies before real-world implementation.

The project involved a comprehensive partnership with the Israel Defense Forces (IDF) and leading technology providers, ensuring that solutions were practical, scalable, and effective. The outcome was a first-of-its-kind resilience model, setting a new benchmark for urban emergency preparedness.

    • This approach laid the foundation for Haifa’s Digital Twin City, a virtual replica that enables real-time monitoring, risk assessment, and disaster response simulations.

  3. Collaboration with National and Local Authorities
    • Working alongside the IDF and emergency services to deploy tactical solutions that enhance city-wide preparedness.
    • Coordinating between municipal, military, and private sector partners to ensure rapid deployment and efficiency.

  4. Regulated & Scalable Urban Resilience Solutions
    • Several of the deployed solutions have now become mandatory regulations for all local authorities in Israel.
    • Haifa’s model is being adapted as a national standard for urban resilience, making it a pioneering city in crisis readiness.
